Andrew has over 25 years of property experience, specialising in residential development. For 12 years, he was a Partner at Bidwells heading the Milton Keynes office.
Andrew carries out both transactional and professional work, with a particular focus on planning and development viability. He has also acted as an expert witness in litigation and other dispute cases.
Andrew joined Beckland in January 2026. He advises landowners and developers on collaboration agreements, promotion/option/hybrid agreements, overages, land appraisals, viability appraisals, site assembly and all types of development agreements.

Andrew acted for two landowners to prepare expert valuation advice to an arbitration process to determine the price payable for a 550-unit site by a developer under an option agreement. In 2025, Andrew agreed a price with the developer prior to conclusion of the arbitration process.

Andrew was instructed by solicitors acting for a PLC housebuilder to provide expert advice in respect of the amount of overage due under an historic agreement, as part of a formal arbitration process. Andrew’s advice allowed the developer to reach a settlement outside of the arbitration.

Over a period of nine years, Andrew provided advice to promoters of a 3,500 home new settlement outside of York. He provided viability modelling in support of the promotion of the site and appeared on behalf of the promoters at the Examination in Public of the draft York Plan. In 2025, the allocation of the site was confirmed through the adoption of the Local Plan.

Over a period of several years, Andrew provided viability advice to support planning applications for the redevelopment of a redundant office building in Central Milton Keynes. In 2025, resolution to grant planning permission was given. Andrew’s advice was key in securing 0% affordable housing on-site, with a negotiated payment-in-lieu to deliver affordable housing elsewhere in Milton Keynes.

Andrew acted for a private landowner pursuing a planning application for a mixed residential and commercial scheme at Winslow, Buckinghamshire. His advice allowed a scheme including 43-residential units as the maximum “enabling development” required to deliver the allocated commercial uses to be agreed by Buckinghamshire Council.

Andrew has worked with various private developers to prepare market appraisals to support price negotiations on strategic sites in Northampton, Brackley, Bedford and Milton Keynes.

In 2025, on a large strategic site being promoted for 1,500 homes, Andrew negotiated commercial terms for the variation of an overage provision in favour of the landowner which was entered into in the late 1980s. The negotiation protected the landowner’s interest whilst providing the developer / promoter to take the site forward with confidence that it could be delivered.
In addition to the specific professional work described above, Andrew has acted for many landowners in the Milton Keynes / Bedford / Northampton area in negotiations with housebuilders regarding site purchase and sale.
